The DAAD Helmut-Schmidt-Program (known as Public Policy and Good Governance) supports future leaders from developing countries who want to promote democracy and social justice in their home countries.

The German Federal Foreign Office funds the DAAD Helmut-Schmidt- Program for Master’s Scholarship, which allows students to earn a Master’s degree in Master’s programs that are particularly relevant to the social, political, and economic growth of their home countries. Highly qualified graduates with a first academic degree are being trained in political science, law, economics, and administration in accordance with the principles of Good Governance, and are being prepared for potential leadership roles in their home countries.

Preceding German language course in Germany (or digitally in the country of origin, depending on the latest pandemic regulations), usually lasting 6 months. Participation is mandatory.


The following deviations regarding funding benefits apply for the ‘Analysis and Design of Social Protection Systems’ programme, due to its blended learning concept:

NOTE: DAAD scholarship holders are exempt from paying tuition fees.

Application Procedure

Applications for the DAAD Helmut-Schmidt-Program must be written in either German or English. Please specify that you are applying for the DAAD Helmut Schmidt Program (Master’s scholarships in Public Policy and Good Governance).

Only complete the DAAD Application form for Research Grants and Study Scholarships (annex 2) once, indicating which study course is your top priority and which is your second.

Write a single motivation letter for both university courses you choose to take, justifying your top and second choices.

Send the DAAD scholarship application, along with a motivation letter and the necessary documents mentioned below, to the two universities of your choosing. DO NOT send it to DAAD).
