About the DAAD Helmut-Schmidt-Program Master’s Scholarship
The DAAD Helmut-Schmidt-Program (known as Public Policy and Good Governance) supports future leaders from developing countries who want to promote democracy and social justice in their home countries.

The German Federal Foreign Office funds the DAAD Helmut-Schmidt- Program for Master’s Scholarship, which allows students to earn a Master’s degree in Master’s programs that are particularly relevant to the social, political, and economic growth of their home countries. Highly qualified graduates with a first academic degree are being trained in political science, law, economics, and administration in accordance with the principles of Good Governance, and are being prepared for potential leadership roles in their home countries.
Eligibility Criteria
In order to be eligible for the DAAD Helmut-Schmidt-Program candidates must be:
- Highly qualified graduates from developing and emerging countries who have obtained their first higher education degree with above-average results (top third of graduates) in the subject areas of political and social studies, economics and business administration, legal and administrative sciences.
- Language certificates (requirements vary depending on the respective course of study)
- Political and/or social involvement (see above ‘Target group’) is considered an advantage
- Evidence of internships and/or professional experience is also taken
into account positively - A conclusive account of the applicant’s academic and personal motivation for the study endeavor in Germany and for choosing and
prioritizing the courses of study - An account of the applicant’s perspectives upon returning to their home country or region
Target groups
- The DAAD Helmut-Schmidt-Program is open for future leaders who would like to become actively involved in further social and economic development in their home countries and regions. It is addressed at young graduates, as well as junior managers with job experience (specific requirements apply for some of the participating courses of study, these must be taken into account).
- The general success of the DAAD Helmut-Schmidt-program and its alumni shows that candidates with
some work experience (including internships and part-time jobs) in, for example, an administration office, governmental structures, NGOs, or international organizations tend to particularly benefit from this scholarship opportunity. - Political or social involvement (privately, in projects, or in societies) is also considered an asset.
Benefit
- Scholarships (of currently € 861 per month) for master´s degree courses at German higher education institutions.
- Academic education in the courses of study selected by the DAAD that are listed below will take place from September/October
- The courses of study have an international focus and are offered in German and/or English.
Health insurance cover in Germany - Appropriate travel allowances for travel between Germany and the developing countries in question and Germany
- A study and research grant
- Rent subsidies and family supplements, as applicable
Additional Support
Preceding German language course in Germany (or digitally in the country of origin, depending on the latest pandemic regulations), usually lasting 6 months. Participation is mandatory.
The following deviations regarding funding benefits apply for the ‘Analysis and Design of Social Protection Systems’ programme, due to its blended learning concept:
- A sur place rate of € 500 is paid in the 4th semester (mandatory online semester in the student’s country of origin or another developing country).
No family supplements can be granted, as the program comprises phases of study in Germany as well as in the students’ home countries.- Throughout their studies, all scholarship holders of the Helmut-SchmidtProgramme benefit from accompanying support services provided by the program coordinators at the respective study locations.
Scholarship holders benefit from events and seminars organized specifically for them, as well as close exchange with other international scholarship holders.- Planning also provides for participation in interdisciplinary networking events.
NOTE: DAAD scholarship holders are exempt from paying tuition fees.
Application Procedure
Applications for the DAAD Helmut-Schmidt-Program must be written in either German or English. Please specify that you are applying for the DAAD Helmut Schmidt Program (Master’s scholarships in Public Policy and Good Governance).
Only complete the DAAD Application form for Research Grants and Study Scholarships (annex 2) once, indicating which study course is your top priority and which is your second.
Write a single motivation letter for both university courses you choose to take, justifying your top and second choices.
Send the DAAD scholarship application, along with a motivation letter and the necessary documents mentioned below, to the two universities of your choosing. DO NOT send it to DAAD).
The required documents for the DAAD Helmut-Schmidt- Program :
- DAAD Helmut-Schmidt- Program application form ‘Application for a research/study scholarship’ (please complete the form electronically and sign it by hand)
- A single letter of motivation for both higher education institutions including a precise account of your academic, professional, and personal reasons for wishing to participate in the program, as well as a detailed explanation of your choice of courses of study and prioritization. The letter may be up to two pages long and must bear the current date and your signature.
- A gap-free curriculum vitae (if possible, please use the Europass template available at (http://europass.cedefop.europa.eu/) with exact information about your studies, political/social involvement, and any work experience, as well as the current date and your signature.
- Copies of your higher education degree certificates (certified translation if necessary, including an explanation of the grading system), please make sure these are clearly legible
- Copy of your transcript of records incl. the grading system, certified translation if necessary
- Working time certificates for any listed internships, volunteer work, and work experience must be included. These must be signed and bear the date, letterhead, and stamp
- Recent language certificates (for German and/or English)
- A recently written letter of reference, preferably from your current employer or from a university lecturer, bearing a signature, letterhead, and stamp (not in a sealed envelope).
